The marine layer maybe present prior to 11AM or even noon on some days. If you want clear views to Carmel and Pebble Beach, take the short hike to the Whaler's Cabin and keep going. Past the restrooms, there is a trail and stone stairs that go up. There are wooden benches placed at scenic spots along the trails and you can spend quite a bit of time enjoying the scenery. Wear layers as it can be cold with the sea breeze. Bring a picnic and pick up after yourselves.
