I didn't go to Payne springs campground. BUT I did go to bullseye lake off of the same road ,for some off the hook rainbow trout fishing . Most of the fish there are over 14 inches long and a hook about 24 inches down from a couple of heavy split shot with a #10 hook and orange or chartuce green power bait . GOOD LUCK
